Water Quality Control Plant Primary Outfall Line Design

This project includes the design of a new outfall pipeline and the rehabilitation and/or relining of the existing 54-inch outfall. It will provide the necessary effluent conveyance capacity during peak wet weather events to carry the full Water Quality Control Plant (WQCP) flow of 80 MGD. The current outfall operates 24/7 and conveys final treated water from the Plant to a slough in San Francisco Bay and requires bell and spigot joints repairs. Project stakeholders include the City of Palo Alto, the Department of Public Works and the Regional Water Quality Control Plant. Challenges include constructing in soft bay mud soil conditions, coordinating with the nearby airport since the existing pipeline is routed through its property, and minimizing the impacts to sensitive Bayfront habitat.
