At Tanner Pacific, our tenured construction experts collaborate with clients to help drive change and implement key development strategies. Our services include the development and implementation of Project Portfolio Management Offices (PMO) and Capital Improvement Projects (CIP). We assist our clients in evaluating, developing, procuring, and implementing Alternative Delivery Methods (e.g., CM@Risk, CM/GC, Design-Build, Progressive Design-Build, and Public-Private-Partnerships). Our staff facilitate team building and partnering sessions and offers a full suite of construction administration and inspection services on a project and programmatic level.

Lawrence Berkeley National Laboratory Linear Assets Modernization Project

The Linear Assets Modernization Project (LAMP) is a multi-year effort to modernize the Lawrence Berkeley National Laboratory’s aging utility systems and increase reliability of natural gas, domestic water, electrical, communication/data, storm drain, and sanitary sewer. Tanner Pacific is providing progressive design-build owner’s advisor consulting services for the procurement phase of the Grizzly Peak Substation Update (a subproject of LAMP). The $240M project includes the modernization, electrical power capacity increase, and footprint expansion of the substation to support the forecasted electrical demand growth and operational requirements.

King County Wastewater Division Organizational Business Process Improvements

Tanner Pacific is serving as an advisor to the King County Wastewater Treatment Division and providing support to develop, implement, and maintain progressive strategies, processes, and resources. Advisory services include process improvement, strategic planning, change management, and training.

King County Wastewater Division Alternative Delivery Pilot Program

Prior to engaging in a full-scale implementation of its $2.5 Billion Capital Program, the King County Wastewater Treatment Division is establishing and delivering an Alternative Project Delivery Pilot program to increase the Capital Program/Project volume and efficiency, while optimizing staff resources. Tanner Pacific is developing a training program, readiness assessment, and pilot program action plan.

East County Advanced Water Program

The $660M East County Advance Water Program includes four integrated Progressive Design-Build Bid Packages for pumping facilities, 4-mile dual pipelines, advance wastewater treatment, UV Disinfection, digesters, SCADA, new power and emergency back-up, and treated water distribution. Tanner Pacific is providing subject matter expertise with respect to establishing an organizational structure, business processes, and programmatic implementation of multiple, integrated progressive design-build packages.

Soquel Creek Water District Pure Water Program

This $175M groundwater replenishment and seawater intrusion prevention project is designed to supplement natural recharge of the Santa Cruz Mid-County Groundwater Basin with purified water. Tanner Pacific performed independent assessments for the proposed improvements, prepared scopes of works and budgets, provided advisory services on design-build agreement amendment for phase II (Construction) of the conveyance project and provided support on the value engineering study for the advance water treatment plant improvements and 9 miles of pipeline.

Silicon Valley Clean Water Regional Environmental Sewer Conveyance Upgrade (RESCU) Program

This $550M progressive design build program consists of a three components: front of plant improvements, a 3.5 mile, 16-foot diameter gravity pipeline tunnel, and the rehabilitation of three pump stations and one force main. Tanner Pacific is serving as the owner’s advisor, providing quality assurance services and assisting the project team with document management, programmatic development of construction schedules and staging plans, facilitation of Value Engineering (VE) studies and workshops, review of designs for constructability, review of approaches to protect existing structures and facilities, risk management, construction management, inspections, permitting, and preparing independent cost estimates.

Valley Water Quality Environmental Management System

Tanner Pacific provided process assessment and optimization services, advisory services, and performance auditing regarding program and project delivery to the District’s Internal Audit and Continuous Improvement Business Unit in fulfilling its duties, responsibilities, and functions. This included assessing commercial and operational risks and providing recommendations to ensure the District is in compliance with its policies, procedures (e.g., QEMS, Construction Manual), and regulations.
